I have a German battlecruiser design, circa 1907 or so (Updated)

I have a pencil sketch for a German battlecruiser design from about 1907 or slightly later. The design ws to be 21.500 tons, 600ft x 95ft x 24ft, with 8-12in/45 and 12-6in/45 guns. The maximum speed was hoped to be 30 knots, but in another note, the speed is 28.6 knots. The prismatic coefficient was to be 0.57 and the midship coefficient was 0.97. The weights were:
  • Hull: 6,950 tons
  • Aux. Machinery: 762 tons
  • Machinery: 2,690 tons
  • Armament: 1,320 tons
  • Protection: 6,678 tons
  • Miscellaneous: 1,600 tons

The standard displacement was apparently to be 20,000 tons. In one place, I had written that the normal SHP would be 80,600. The machinery was apparently to be very light.
