The Ger/CS/1909 scout cruiser

I had always assumed that the Ger/CS/1909 design would make 35 knots, but the speed was never specified, only dimensions, weights, and power. This is the original specification:
"Scout" 2,100 tons 4-5in QF, 2-21" TT
  350ft x 37ft x 12ft Cp=0.56 Cm=0.85
  45 SHP/ton machinery
  Weights:
    Machinery: 1,000 tons
    Hull: 900 tons
    Armament: 44 tons
    Miscellaneous: 168 tons

  54,000 SHP maximum
This is the Springsharp report:
Ger/CS/1909, Germany Scout Cruiser laid down 1909 (Engine 1945)

 Hull, fittings & equipment: 780 tons, 33.2 %
 Fuel, ammunition & stores: 273 tons, 11.6 %
 Miscellaneous weights: 0 tons, 0.0 %

Overall survivability and seakeeping ability:
Survivability (Non-critical penetrating hits needed to sink ship):
   766 lbs / 347 Kg = 12.3 x 5.0 " / 127 mm shells or 0.3 torpedoes
Stability (Unstable if below 1.00): 1.36
 Metacentric height 1.9 ft / 0.6 m
 Roll period: 11.2 seconds
 Steadiness - As gun platform (Average = 50 %): 50 %
   - Recoil effect (Restricted arc if above 1.00): 0.30
 Seaboat quality (Average = 1.00): 1.01

Hull form characteristics:
Hull has rise forward of midbreak
 Block coefficient: 0.529
 Length to Beam Ratio: 9.46 : 1
'Natural speed' for length: 18.71 kts
Power going to wave formation at top speed: 72 %
 Trim (Max stability = 0, Max steadiness = 100): 50
Bow angle (Positive = bow angles forward): 0.00 degrees
 Stern overhang: -2.00 ft / -0.61 m
Freeboard (% = measuring location as a percentage of overall length):
    - Stem: 25.00 ft / 7.62 m
    - Forecastle (20 %): 24.00 ft / 7.32 m
    - Mid (33 %): 24.00 ft / 7.32 m (16.00 ft / 4.88 m aft of break)
    - Quarterdeck (15 %): 16.00 ft / 4.88 m
    - Stern: 16.00 ft / 4.88 m
    - Average freeboard: 18.72 ft / 5.71 m

Ship space, strength and comments:
 Space - Hull below water (magazines/engines, low = better): 184.0 %
  - Above water (accommodation/working, high = better): 158.1 %
Waterplane Area: 8,864 Square feet or 824 Square metres
 Displacement factor (Displacement / loading): 72 %
Structure weight / hull surface area: 41 lbs/sq ft or 200 Kg/sq metre
 Hull strength (Relative):
  - Cross-sectional: 0.54
  - Longitudinal: 3.59
  - Overall: 0.65
Hull space for machinery, storage, compartmentation is cramped
Room for accommodation and workspaces is excellent
